Overview

What the Countywide Prevention & Promotion Framework is, why it matters, and how it supports PPSGC

On July 25, 2023, the Los Angeles County Board of Supervisors (Board) created the Prevention and Promotion Systems Governing Committee (PPSGC)  to improve cross-departmental and cross-sector collaboration, coordination, and strategic investments into the infrastructure, resources, supports and opportunities that prevent negative outcomes and promote holistic well-being. The Board’s vision is to deliver an equitable, community-driven, and holistic prevention and promotion model to enable a safer, stronger, thriving, and more connected community.

Between July 2023 and November 2025, the PPSGC and PPCIT further developed an organizational framework for this work, developed relationships and collaborative approaches across departments and Coordinating bodies, created a number of tools to support program and strategy development (see Operationalizing page), and launched its first collaborative program.

On November 18, 2025 the Los Angeles County Board of Supervisors approved a motion (link motion) that established the Office of Child, Youth and Family Well-Being, effectively institutionalizing the work of the PPSGC and PPCIT, and ensuring that Los Angeles County maintain and expand its Prevention-based approach to services delivered to Los Angeles County residents.

Introduction 



The Prevention & Promotion Systems Governing Committee (PPSGC) is comprised of nine members, one County partnering organization or regional entity, and eight who are either County department directors and/or Initiative Executive Directors representing County departments or Board priority initiatives.

The PPSGC is responsible for overseeing prevention and promotion efforts. Its initial focus was on developing focus populations within the mandated domains on which to focus efforts. It engaged and developed working relationships with two pre-existing Coordinating Bodies: Community Pathways and One Roof 2.0, and helped in the formation of a third Coordinating Body focused on Transition-aged youth (TAY Table). There is a partnership with the fourth coordinating body (Regional Coordination Council on Aging and Disabilities (RCC)), focused on the older adult population, that is still being developed.

The PPSGC also approves and monitors the Prevention and Promotion Coordination and Implementation Team (PPCIT) efforts. It is currently focused on working with the Coordinating Bodies, with backbone support from the PPCIT, to develop the specific plans that the initiative will launch. The Governing Committee is also responsible for regular Report-Backs to the Board of Supervisors.
