LA COUNTY'S PREVENTION AND PROMOTION INITIATIVE: WHAT IS IT AND WHY IS IT IMPORTANT?
LA County's Prevention and Promotion Initiative starts with existing social conditions, honestly reflecting where we are, and then applies collaborative and equitable decision making and community agency to develop support services to stop the worsening of negative population outcomes, while simultaneously promoting outcomes that cultivate healing, restoration and justice.
The Initiative seeks to create and coalesce positive social conditions that help all LA County residents thrive, and reduce the need for more expensive and less effective remedy solutions.
LA COUNTY'S PREVENTION & PROMOTION ROADMAP

LEVELS OF SUPPORT: TARGETED AND TIERED
USE CASE: HOMELESSNESS & HOUSING
- Primary: Rent stabilization, build affordable housing
- Secondary: Rent relief, housing navigators for Transitional Age Youth (TAY)
- Tertiary: Interim/permanent housing with services
Primary
General public investment and policies that make it more likely for all individuals to maintain safe and stable housing, including tenant and homeowner protections, rent control, unemployment insurance, employment resources, and development of adequate local housing stock.
Secondary
Housing discrimination protections, public and affordable housing (e.g., Section 8) for low-income individuals, housing assistance programs for systems-impacted individuals (e.g., TAY, justice-involved), housing navigator programs, rent relief, housing stipends.
Tertiary
Eviction protections and assistance, eviction moratoriums and rental assistance for emergencies (e.g., COVID, 2025 LA fires), shelters for individuals who may imminently become unhoused (e.g., for survivors of domestic violence, disaster victims)
Remedy
Permanent or temporary housing and associated programs for unhoused individuals, including long- and short-term supports
